Overview

Devlet IV Giray held the Crimean throne twice during the most acute phase of the khanate's terminal crisis — the years of the Russo-Ottoman War of 1768 to 1774 and its immediate aftermath. His two brief reigns placed him at the center of events he could not control: Russian military occupation of Crimean territory, the catastrophic Treaty of Küçük Kaynarca in 1774 that severed the Ottoman-Crimean bond, and the struggle of the Giray family to maintain any meaningful authority in the face of Russian dominance over the peninsula.

The Treaty of Küçük Kaynarca was the decisive blow to Crimean independence. By declaring the khanate formally independent from Ottoman suzerainty, Russia achieved the separation of Crimea from its three-century protector without the diplomatic cost of an outright annexation. The newly "independent" khanate was now exposed to Russian pressure without the Ottoman shield that had sustained it since Haji I Giray's time. Russia backed compliant Giray candidates for the throne while working systematically to undermine the khanate's political cohesion and prepare public opinion for eventual annexation.

Devlet IV Giray's second reign from 1775 to 1777 was conducted in this poisoned environment of nominal independence and actual Russian domination. He was displaced in 1777, giving way to a series of increasingly short-lived khans as Russia tightened its grip.

Devlet IV Giray first came to power in 1769 during the early stages of the Russo-Ottoman War, then again in 1775 in the immediate post-Küçük Kaynarca environment of nominal independence.
