Overview

Kutlug Bilge Kul Qaghan, known in Chinese sources as Huairen, was the founding qaghan of the Uyghur Khaganate and the leader who overthrew the Second Göktürk Khaganate to establish Uyghur supremacy over the Mongolian steppe. His proclamation of the khaganate in 744 AD marked a decisive shift in the political history of Inner Asia — the replacement of the Göktürk ruling house by the Uyghur Yaghlakar clan, which would dominate the steppe for nearly a century.

The Uyghurs had been a subordinate people within the Göktürk imperial system for generations, but the internal crisis and weakening of the Second Göktürk Khaganate in the 740s provided the opening for revolt. Kutlug Bilge Kul Qaghan led a coalition of Uyghur and allied tribes that destroyed Göktürk power decisively, killing the last Göktürk qaghan and establishing the Uyghurs as the new masters of the Mongolian plateau.

His reign was brief — only three years — as he died in 747 AD, leaving consolidation of the new empire to his son and successor Bayanchur. Nevertheless, his foundational act of overthrowing the Göktürks and proclaiming the Uyghur Khaganate earns him the indispensable place of founder in the dynasty's history.


Rise to Power

Kutlug Bilge Kul Qaghan rose within the Uyghur tribal confederation as its paramount leader during the period of Göktürk decline. The Second Göktürk Khaganate had been weakening for decades under the combined pressure of internal succession conflicts, Tang Chinese military pressure, and the restiveness of subject peoples. The Uyghurs, positioned among the most capable of these subject peoples, were well placed to exploit the Göktürk collapse.

In 744 AD, the Uyghur coalition defeated and killed the last Göktürk qaghan Ozmish, bringing the Second Göktürk Khaganate to an end. Kutlug Bilge Kul Qaghan then proclaimed the Uyghur Khaganate, assumed the qaghanal title, and began the process of imposing Uyghur authority over the diverse peoples of the Mongolian steppe.

The transition from Göktürk to Uyghur supremacy was not merely a change of ruling clan but a shift in the character of steppe imperial governance. The Uyghurs under the Yaghlakar dynasty developed a more sedentary and commercially oriented form of khaganate than their predecessors, establishing fixed capitals and engaging deeply with Sogdian merchant networks and Manichaean religious culture.

Within the Qaghan tradition, Kutlug Bilge Kul Qaghan is the founder — the man whose military success and political vision initiated one of the great chapters of Inner Asian nomadic history. All that the Uyghur Khaganate achieved in the century of its existence flows from the founding moment he created in 744 AD.
