Overview
Sevar was the fourth Khan of Bulgaria and the last ruler of the Dulo dynasty, the founding clan that had led the Bulgarian state since Asparuh crossed the Danube. His reign of approximately fifteen years represented the final chapter of unbroken dynastic continuity from Bulgaria's founding, and his death without a clear Dulo successor triggered a prolonged period of factional conflict among the Bulgarian nobility.
Sevar maintained broadly stable relations with Byzantium during his reign, continuing the pattern of cautious diplomacy that had characterized Bulgarian governance since Tervel's treaties. The Byzantine chronicles of the period record no major military conflict with Bulgaria under Sevar, suggesting a functional if not necessarily warm peace was maintained.
His death marked a turning point in Bulgarian history: the end of the Dulo lineage meant that legitimacy could no longer rest on dynastic descent from the founders, and the great boyar clans moved quickly to fill the vacuum.
Rise to Power
Sevar succeeded Tvirem as khan around 738 AD. His precise genealogical connection to Tvirem is uncertain, though his membership in the Dulo clan is attested. The succession appears to have proceeded without major recorded conflict, indicating the Dulo name still commanded sufficient respect among the Bulgarian aristocracy to ensure a stable transfer of power.
He inherited a khanate at peace with Byzantium and in stable control of its Danubian and Thracian territories. The military and administrative infrastructure built by his predecessors was functioning, and Sevar's reign continued along the same trajectory.

Later Bulgarian historical tradition recognized the Dulo dynasty as the legitimate founders of the state, lending Sevar a symbolic significance as the last custodian of that founding legitimacy.
Within the Qaghan tradition, Sevar illustrates the fragility of dynastic continuity and the degree to which stable rule depended not only on personal authority but on the legitimating weight of lineage — a weight that, once lost, could not easily be replaced.
