El Etmish Qutlugh Bilge is known as the Türgesh khagan who received Tang recognition after the execution of Baga Tarqan in 744.

The record of his reign is thin; the Tang histories give only his title and his embassies.
Legacy
He was followed by Yibo Qutlugh Bilge. The Türgesh khagans of these years were largely dependent on Tang recognition.
